Tear Down, Move On, Abandon

"Utilitarianism is the sibiling of capitalism." I like this quote from a blogger I read recently. She was discussing abandonment of cities and structures that one may see in cities like Detroit. Once a structure, neighborhood, or city has passed its good use, we decide tear down, move on, or abandon. In two weeks my friends and I are going to travel to Braddock, PA. I town of 30,000 in the 1950's and about 3,300 today. It has lost 90% of its population and it has no tax base; some say capitalism has left Braddock. In the face of almost complete abandonment, of any place, how do we respond?
